美联储:推出Libra的风险极大

美联储会成员Lael Brainard在德国的欧洲中央银行(ECB)论坛上警告说,Facebook的稳定币Libra被主流采用所带来的风险会很大。

根据《福布斯》(Forbes)于12月18日发表的一篇文章,Brainard在欧洲央行论坛上警告,金融体系内与加密货币相关本身的风险,随着稳定币的广泛日常交易的将会被加剧。由于Facebook的活跃用户约占全球人口的三分之一,因此迅速大规模采用Libra的可能性是非常大的。

Brainard表示,与欺诈和盗窃有关的网络犯罪预计将在2020年大幅增加至44亿美元,是2019年17亿美元的两倍多。

她指出,加密交易所很容易受到黑客攻击;个人会因为欺诈,恶意软件和勒索软件成为攻击目标而蒙受损失。Brainard进一步提到,缺乏与稳定币相关的央行保护措施,例如保险和有力的监管保障措施,并不能满足公民和消费者的期望。

Brainard向欧洲央行的听众断言:“我们不仅不清楚Libra是否会实施类似的保护措施,或者消费者将拥有什么追索权,甚至不清楚消费者将面对多少风险,因为他们并没有拥有稳定币基础资产的权利。”
