HKMA Advances Tokenization and Cross-Border FinTech Collaborations at Hong Kong FinTech Week 2024

The Hong Kong Monetary Authority (HKMA), in collaboration with InvestHK, has successfully hosted the ninth edition of the Hong Kong FinTech Week, drawing global participants to discuss innovative ideas and establish business partnerships. The event, held on October 28, 2024, featured a keynote by HKMA Chief Executive Eddie Yue, who emphasized the importance of digital advancement for the next phase of financial innovation.

Accelerating Asset Tokenization

As part of its drive to innovate financial market infrastructure, the HKMA introduced Project Ensemble, aimed at boosting the tokenization market in Hong Kong. The Ensemble Sandbox was launched to facilitate tokenization and central bank digital currency (CBDC) initiatives. This move is complemented by new international partnerships with the Central Bank of Brazil and the Bank of Thailand to explore cross-border tokenization use cases.

The HKMA has completed six initial tokenization use cases and plans to release a detailed report in 2025. Building on previous successes, the HKMA announced the Digital Bond Grant Scheme, offering grants up to HK$2.5 million to promote digital bond issuance, thus fostering the digital asset ecosystem in Hong Kong.

Breaking Down Boundaries for Payment

In a bid to enhance cross-border financial transactions, the HKMA is collaborating with the People's Bank of China to link Hong Kong's Faster Payment System with Mainland China's Internet Banking Payment System. This initiative aims to enable 24/7, instant small-value remittances using account proxies like mobile numbers, with a pilot launch expected by mid-2025.

Unlocking Data Potential

The HKMA is advancing its Commercial Data Interchange (CDI) to support SME lending by integrating with the Land Registry. This will enhance mortgage and loan assessments starting in 2025. Additionally, the HKMA is exploring cross-boundary credit referencing with Mainland platforms to improve banking services for SMEs.

Further, the HKMA is participating in Project Aperta, a global initiative to develop open finance APIs, focusing initially on trade finance for SMEs. The HKMA has also partnered with the Airport Authority Hong Kong to share logistics data, enhancing the CDI's corporate lending functions.

Empowering Banks to Go Fintech

The launch of Fintech Connect, a cross-sectoral platform, aims to connect financial institutions with fintech solution providers. This initiative, enhanced by collaboration with Qianhai Authority, seeks to boost fintech innovation in the Greater Bay Area.

Following the introduction of the Generative Artificial Intelligence Sandbox, the HKMA plans to organize further FiNETech sessions to promote GreenTech and Distributed Ledger Technology (DLT) adoption. Additionally, a sector-wide uplift program is underway to enhance banks' monitoring of complex money laundering cases using AI.
