HKMA and CBUAE Strengthen Financial Ties with New Cooperation Agreement

The Hong Kong Monetary Authority (HKMA) and the Central Bank of the United Arab Emirates (CBUAE) have taken a significant step in bolstering their financial market collaboration. During their second bilateral meeting held in Hong Kong, the two institutions signed a Memorandum of Understanding (MOU) aimed at enhancing cooperation and connectivity between the financial sectors of the two regions.

Deepening Financial Cooperation

The meeting, which followed the initial discussions in Abu Dhabi in May 2023, focused on key areas such as cross-border debt capital market connectivity, financial infrastructure development, and investment opportunities in the Middle East and North Africa (MENA) region and Mainland China. According to the Hong Kong Monetary Authority, this agreement aims to facilitate cross-border debt securities issuance and investment activities between Hong Kong and the UAE.

Strategic Objectives

Mr. Eddie Yue, Chief Executive of the HKMA, emphasized the importance of the MOU in reinforcing Hong Kong's role as a strategic gateway to both the Renminbi and international debt markets. He noted the potential for both regions to explore new business opportunities, highlighting the mutual benefits of this enhanced financial cooperation.

H.E. Khaled Mohamed Balama, Governor of the CBUAE, expressed optimism about the progress made, stating that the initiative aims to unlock the potential of the debt capital markets. The collaboration is expected to allow seamless and cost-effective cross-border debt securities issuance, trading, investment, settlement, and collateral management. This development positions the UAE as a gateway for issuers and investors in the MENA region to access the China and Asian debt markets, and vice versa.

The MOU is set to establish a robust framework for ongoing collaboration between the HKMA and CBUAE, promoting an exchange of expertise and bolstering financial market connectivity between the Middle East and Asia.
