HKMA Taskforce Explores $180B Financing for Northern Metropolis
The Hong Kong Monetary Authority (HKMA) and the Hong Kong Association of Banks (HKAB) convened the second meeting of the Northern Metropolis Financial Advisory Taskforce on August 26, 2026. The session focused on advancing financing strategies for the Northern Metropolis, a massive development project in the northern New Territories with government funding for public works already exceeding HK$180 billion.
The Financial Services and the Treasury Bureau (FSTB) presented various models, including public-private partnerships (PPPs) and industry park companies, to expedite project timelines. One highlight was the Hung Shui Kiu Industry Park Company Limited, which outlined its strategies and potential collaboration opportunities for banks, aiming to align financial services with the project's needs. The government has committed HK$10 billion each to dedicated industry companies, including Hung Shui Kiu, to drive innovation and industrial growth in the region.
The meeting was also a platform for the Taskforce’s newly established Workstream on PPP Financing to present case studies from Mainland China and international markets. These included projects in transportation, education, and infrastructure, offering models for managing risks and enhancing the bankability of developments in the Northern Metropolis. The focus on designing financing templates and complementary structures underscores the Taskforce’s intent to streamline project funding.
The Northern Metropolis is envisioned as a growth hub for innovation, housing, and integration with the Greater Bay Area. Established in April 2026, the Taskforce aims to channel expertise from 23 participating banks, including HSBC, Standard Chartered, and Bank of China (Hong Kong), into actionable solutions for large-scale, long-term projects. Observers such as the Chinese Banking Association of Hong Kong and the Infrastructure Financing and Securitisation Unit of the Hong Kong Mortgage Corporation Limited also contribute to its efforts.
The Taskforce’s work aligns with broader efforts by Hong Kong’s government to leverage private-sector financing and banking expertise to accelerate infrastructure and economic development. With funding mechanisms already in place and additional PPP models under review, the Northern Metropolis is positioned as a critical driver for Hong Kong’s future growth. Participating banks are expected to play a pivotal role in delivering tailored financial products to meet the complex requirements of the project.
Looking ahead, the Taskforce’s outputs, including financing frameworks and risk mitigation strategies, will be critical as Northern Metropolis projects move from planning to execution phases.
