Stellar (XLM) highlights native controls for stablecoin issuance

Stellar (XLM) said it is positioning its network for stablecoin issuance with protocol-native compliance controls, including holder authorization, freeze and clawback, while keeping transfers on a public network. The company said settlement takes about five seconds and network fees remain a fraction of a cent per payment.

Evidence and context

In material published by Stellar on Oct. 28, 2026, the company said stablecoin issuers can configure controls that their compliance teams set without writing custom code for those functions. Stellar also said issuers can move value across currencies in one transaction from one account and cited support for issuance and settlement across a public network.

The page lists several activity figures tied to the ecosystem. Stellar said it has 99.998% uptime since 2014 and reported $11.4 billion in stablecoin volume in Q2 2026. It also cited more than 170 countries with cash-out and more than 475,000 cash-out locations. These figures appear as network and ecosystem claims on Stellar's site rather than independently verified market data.

Among the named issuers and integrations, Stellar said SocGen Forge issues its EURCV euro stablecoin on the network, Circle issues USDC and EURC directly on Stellar without bridges, and Franklin Templeton's BENJI fund has used the network's controls since 2021. The page also says BENJI is the first U.S.-registered mutual fund to use a public blockchain as its system of record and lists $605 million of BENJI on Stellar as of Oct. 6, 2026, citing rwa.xyz.

Stellar further said PYUSD launched on the network in June 2026 with protocol-native clawback controls, while EURCV and USDY are also represented on the network. The company cited $12 million of EURCV on Stellar and $123 million of USDY on Stellar, and said USDY is backed by U.S. Treasuries and is multi-chain native.

The technical controls described on the page are not, by themselves, proof of regulatory compliance or a stablecoin's reserves, peg or redemption rights. The background material also notes that clawback on Stellar has a specific protocol meaning: the issuer can burn a specified amount of a clawback-enabled asset from a holder's trustline or claimable balance, and the feature does not apply to XLM.
